z_index_tablet=&#8221;0&#8243;]<\/p>\n<h3><span style=\"font-family: inherit;font-size: medium;font-weight: normal\">Monsieur le ministre, <\/span><\/h3>\n<p><span style=\"font-family: inherit;font-size: medium;font-weight: normal\">Notre r\u00e9seau ferroviaire a \u00e9t\u00e9 fortement impact\u00e9 par la temp\u00eate Ciara. <\/span><\/p>\n<p><span style=\"font-family: inherit;font-size: medium;font-weight: normal\">Dimanche vers 18h, Infrabel et la SNCB ont d\u00e9cid\u00e9 de limiter la vitesse des trains \u00e0 80 km\/h sur tout le r\u00e9seau ferroviaire. <\/span><\/p>\n<p><span style=\"font-family: inherit;font-size: medium;font-weight: normal\">Monsieur le Ministre, <\/span><\/p>\n<ul>\n<li><span style=\"font-family: inherit;font-size: medium;font-weight: normal\">Vu la pr\u00e9visibilit\u00e9 de l\u2019importance des \u00e9v\u00e9nements m\u00e9t\u00e9orologiques, comment la SNCB et Infrabel ont-ils anticip\u00e9 les perturbations\u00a0? <\/span><\/li>\n<li><span style=\"font-family: inherit;font-weight: normal;font-size: medium\"><a name=\"_GoBack\"><\/a> Quelles informations ont \u00e9t\u00e9 donn\u00e9es aux voyageurs et \u00e0 partir de quelle heure\u00a0? Une cellule de crise a-t-elle \u00e9t\u00e9 mise en place\u00a0? <\/span><\/li>\n<li><span style=\"font-family: inherit;font-size: medium;font-weight: normal\">Comment la SNCB et Infrabel compte-t-il se pr\u00e9parer \u00e0 faire face \u00e0 ce type d\u2019\u00e9v\u00e9nement, sachant que leur intensit\u00e9 et leur fr\u00e9quence s\u2019intensifient avec l\u2019amplification des changements climatiques\u00a0? <\/span><\/li>\n<li><span style=\"font-family: inherit;font-size: medium;font-weight: normal\">Enfin, \u00e0 combien s\u2019\u00e9l\u00e8vent les co\u00fbts de cet \u00e9pisode\u00a0pour la SNCB et Infrabel? <\/span><\/li>\n<\/ul>\n<p><span style=\"font-family: inherit;font-size: medium;font-weight: normal\">Je vous remercie, monsieur le Ministre, pour vos r\u00e9ponses \u00e0 mes questions. <br \/><\/span><\/p>\n<p>\u00a0<\/p>\n<h3>R\u00e9ponse du Ministre Bellot :<\/h3>\n<p>L\u2019IRM avait annonc\u00e9 une importante temp\u00eate en Belgique pour les dimanche 9 et lundi 10 f\u00e9vrier.\u00a0<\/p>\n<p>Une communication pr\u00e9ventive avait \u00e9t\u00e9 d\u00e9ploy\u00e9e sur certains canaux de l\u2019information voyageurs (sur la page des perturbations sur le r\u00e9seau, de fa\u00e7on visuelle sur les \u00e9crans de crise et via les annonces en gare) pour pr\u00e9venir les voyageurs et les inviter \u00e0 consulter les \u00e9crans en gare, l&#8217;application SNCB ou le site sncb.be jusqu&#8217;au moment de leur d\u00e9part.<\/p>\n<p>Une cellule op\u00e9rationnelle sp\u00e9cifique commune SNCB &#8211; Infrabel a \u00e9t\u00e9 mise en place afin de prendre en commun les mesures n\u00e9cessaires \u00e0 la s\u00e9curit\u00e9 des convois et des voyageurs. Les conditions atmosph\u00e9riques sur la base des pr\u00e9visions annonc\u00e9es ont \u00e9t\u00e9 suivies rigoureusement par Infrabel et la SNCB afin de faire circuler les convois en toute s\u00e9curit\u00e9.<\/p>\n<p>La temp\u00eate n\u2019a pas engendr\u00e9 de situations de crise, mais beaucoup de perturbations et plusieurs incidents \u00e7\u00e0 et l\u00e0 sur le r\u00e9seau ferroviaire belge en raison de la pr\u00e9sence de branches et d\u2019arbres sur les voies et la cat\u00e9naire.<\/p>\n<p>Les \u00e9quipes techniques renforc\u00e9es d\u2019Infrabel \u00e9taient particuli\u00e8rement sur le qui-vive et sont intervenues le plus rapidement possible partout sur le terrain pour limiter les cons\u00e9quences au strict minimum et r\u00e9parer les d\u00e9g\u00e2ts au plus vite. Je tiens d\u00e8s lors \u00e0 remercier tous les effectifs concern\u00e9s d\u2019Infrabel et de la SNCB pour le travail qu\u2019ils ont accompli.<\/p>\n<p>La vitesse sur le r\u00e9seau ferroviaire belge a \u00e9t\u00e9 limit\u00e9e \u00e0 80 km\/h jusqu\u2019au lundi 10 f\u00e9vrier au matin. Cela a entra\u00een\u00e9 la suppression d\u2019une trentaine de trains, essentiellement des trains de pointe, pour des raisons de s\u00e9curit\u00e9.<\/p>\n<p>Au final, l\u2019impact de la temp\u00eate sur le trafic ferroviaire a \u00e9t\u00e9 le suivant :<\/p>\n<ul>\n<li>32.096 minutes de retard pour les trains de voyageurs ;<\/li>\n<li>108 trains de voyageurs totalement supprim\u00e9s ;<\/li>\n<li>305 trains de voyageurs partiellement supprim\u00e9s.<\/li>\n<\/ul>\n<p>Ces mesures ont \u00e9t\u00e9 prises en \u00e9troite concertation avec Infrabel pour garantir la s\u00e9curit\u00e9 des voyageurs et du trafic ferroviaire. Infrabel et la SNCB ont mis tout en \u0153uvre pour limiter au maximum les perturbations.<\/p>\n<p>En mati\u00e8re de suivi, la SNCB et Infrabel participent \u00e0 un groupe \u00ab\u00a0Retour d\u2019Exp\u00e9rience\u00a0\u00bb en cas d\u2019incidents sur le r\u00e9seau. Ce groupe est compos\u00e9 de diff\u00e9rents acteurs concern\u00e9s (SNCB, Infrabel, op\u00e9rateurs ferroviaires, police, pompiers, commune, protection civile, \u2026) et analyse les incidents ayant engendr\u00e9 de nombreux retards afin d\u2019en tirer des le\u00e7ons pour l\u2019avenir.<\/p>\n<p>Dans le cadre du plan f\u00e9d\u00e9ral d&#8217;adaptation au climat, de nombreuses mesures sont \u00e9galement prises par les entreprises ferroviaires, comme par exemple l\u2019analyse des \u00e9l\u00e9ments d\u2019infrastructure sensibles aux changements climatiques, la cartographie des vuln\u00e9rabilit\u00e9s du transport ferroviaire, la prise en compte des effets attendus des changements climatiques dans la planification \u00e0 long terme des chemins de fer, des mesures pr\u00e9ventives contre la chute des arbres, etc.<\/p>\n<p>Enfin, \u00e0 ce stade, il n\u2019est pas encore possible de chiffrer les d\u00e9g\u00e2ts g\u00e9n\u00e9r\u00e9s par cette temp\u00eate.
