z_index_tablet=&#8221;0&#8243;]<\/p>\n<h3><span style=\"font-family: inherit;font-size: medium;font-weight: normal\">Monsieur le ministre, <\/span><\/h3>\n<p><span style=\"padding: 0cm;font-family: inherit;font-size: medium;font-weight: normal\">J\u2019ai eu le plaisir de d\u00e9couvrir les plans d\u2019am\u00e9nagement des acc\u00e8s \u00e0 la gare Saint-Lambert.<\/span><\/p>\n<p><span style=\"padding: 0cm;font-family: inherit;font-size: medium;font-weight: normal\"><span lang=\"fr-FR\">Je tiens tout d\u2019abord \u00e0 saluer l\u2019initiative de la SNCB. Elle \u00e9tait attendue de longue date par les voyageurs et constitue un maillon essentiel de la mobilit\u00e9 durable \u00e0 Li\u00e8ge.<\/span><\/span><\/p>\n<p><span style=\"padding: 0cm;font-family: inherit;font-size: medium;font-weight: normal\"><span lang=\"fr-FR\">Mes questions sont les suivantes\u00a0:<\/span><\/span><\/p>\n<p style=\"padding-left: 30px\"><span style=\"padding: 0cm;font-family: inherit;font-size: medium;font-weight: normal\"><span lang=\"fr-FR\">Les experts s\u2019accordent \u00e0 dire que le nombre de places de stationnement v\u00e9lo doit correspondre \u00e0 5% du nombre total de voyageurs en transit dans la gare. En 2018, la gare de Li\u00e8ge Saint-Lambert accueillait 3.035 visiteurs par jours. Il y aurait donc lieu de pr\u00e9voir au minimum 150 places de stationnement. Pourquoi n\u2019en pr\u00e9voir que 100\u00a0? Quelle sont les standards en la mati\u00e8re \u00e0 la SNCB\u00a0?<\/span><\/span><\/p>\n<p style=\"padding-left: 30px\"><span style=\"padding: 0cm;font-family: inherit;font-size: medium;font-weight: normal\"><span lang=\"fr-FR\">Pourquoi la SNCB a opt\u00e9 pour la construction d\u2019un nouveau b\u00e2timent de gare et pas pour la r\u00e9novation de l\u2019actuel\u00a0? <\/span><\/span><\/p>\n<p style=\"padding-left: 30px\"><span style=\"padding: 0cm;font-family: inherit;font-size: medium;font-weight: normal\"><span lang=\"fr-FR\">Les associations de PMR ont-elles \u00e9t\u00e9 associ\u00e9es au projet\u00a0? Qu\u2019en est-il ressorti\u00a0?<\/span><\/span><\/p>\n<p><span style=\"font-family: Source Sans Pro, sans-serif\"><span style=\"font-size: medium\"><span style=\"font-family: inherit;font-weight: normal\">Je vous remercie, monsieur le Ministre, pour vos r\u00e9ponses \u00e0 mes questio<\/span>ns. <br \/><\/span><\/span><\/p>\n<p>\u00a0<\/p>\n<h4>R\u00e9ponse du Ministre Bellot :<\/h4>\n<p>La SNCB envisage actuellement d\u2019installer des emplacements pour 48 v\u00e9los, 24 v\u00e9los \u00e9lectriques et 12 v\u00e9los cargos, soit un total de 84 v\u00e9los. Cette capacit\u00e9 pourrait augmenter ult\u00e9rieurement en fonction de la demande.\u00a0<\/p>\n<p>Le b\u00e2timent actuel est v\u00e9tuste et sa situation sous les quais n\u2019est pas ad\u00e9quate \u00e0 diff\u00e9rents \u00e9gards : d\u2019un point de vue accessibilit\u00e9, en termes de visibilit\u00e9 (il s\u2019agit d\u2019une gare souterraine), d\u2019un point de vue s\u00e9curit\u00e9, en termes de confort et d\u2019un point de vue consommation d\u2019\u00e9nergie. De plus, techniquement, la situation du b\u00e2timent, \u00e0 proximit\u00e9 du cours d\u2019eau canalis\u00e9 de la L\u00e9gia, g\u00e9n\u00e8re des fermetures de gare dues aux inondations lors d\u2019\u00e9pisodes de fortes pluies.<\/p>\n<p>La construction d\u2019un nouveau b\u00e2timent conforme au nouveau concept d\u2019identit\u00e9 des gares SNCB (b\u00e2timent modulable, moins \u00e9nergivore), coupl\u00e9e au r\u00e9am\u00e9nagement du parking Cadran et \u00e0 l\u2019installation d\u2019acc\u00e8s PMR aux quais (ascenseurs) s\u2019inscrit dans la politique de la SNCB d\u2019accueillir l\u2019ensemble des voyageurs dans les meilleures conditions, tout en am\u00e9liorant les conditions de travail du personnel et en diminuant la consommation d\u2019\u00e9nergie de ses installations.<\/p>\n<p>L\u2019\u00e9tude pour le nouveau b\u00e2timent est conforme aux principes du document REVALOR version 2018, approuv\u00e9 par le Conseil Sup\u00e9rieur National des Personnes Handicap\u00e9es. Ce document regroupe l\u2019ensemble des lignes directrices pour l&#8217;accueil des voyageurs dans les gares et comprend plusieurs normes de construction. Il s\u2019agit du fil conducteur lors de la r\u00e9daction de dossiers d&#8217;adjudication relatifs \u00e0 l&#8217;environnement voyageurs. L&#8217;application stricte du document Revalor assure un \u00e9quipement uniforme des gares, l\u2019environnement des gares et l&#8217;accessibilit\u00e9 int\u00e9grale des gares. En effet, Revalor concerne les quais, les couloirs sous voies, les zones publiques des b\u00e2timents de gare, les abords des gares et les parkings.
