z_index_tablet=&#8221;0&#8243;]<\/p>\n<p><span style=\"font-size: small;font-family: inherit;font-weight: normal\"><span lang=\"fr-FR\">Madame la ministre, <\/span><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: small;font-family: inherit;font-weight: normal\"><span lang=\"fr-FR\">Selon l\u2019Agence Internationale de l\u2019Energie, les SUV au niveau mondial seraient la deuxi\u00e8me cause d\u2019augmentation des \u00e9missions de CO2 entre 2010 et 2018, juste apr\u00e8s le secteur de l\u2019\u00e9nergie. En constante progression, il repr\u00e9sente 39,1% des ventes de v\u00e9hicule en Belgique contre 30% en 2017. <\/span><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: small;font-family: inherit;font-weight: normal\"><span lang=\"fr-FR\">R\u00e9sultat\u00a0? La moyenne CO2 des v\u00e9hicules neufs immatricul\u00e9s en 2019 en Belgique est \u00e0 nouveau en hausse. Et ce pour la deuxi\u00e8me ann\u00e9e cons\u00e9cutive alors qu\u2019elle \u00e9tait en baisse constante depuis 20 ans. <\/span><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: small;font-family: inherit;font-weight: normal\"><span lang=\"fr-FR\">Si d\u2019autres facteurs sont point\u00e9s du doigts comme le transfert des ventes du diesel vers l\u2019essence ou le passage \u00e0 de nouvelles normes, personne ne nie la co-responsabilit\u00e9 des SUV, plus lourd et plus volumineux donc plus gourmands en \u00e9nergie, dans cette augmentation. <\/span><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: small;font-family: inherit;font-weight: normal\"><span lang=\"fr-FR\">Cette tendance, qui d\u00e9coule d\u2019une strat\u00e9gie marketing des constructeurs automobiles pour booster leurs ventes, aggrave la crise climatique et constitue une entrave pour la Belgique dans l\u2019atteinte de ses objectifs en mati\u00e8re de r\u00e9duction des \u00e9missions. <\/span><\/span><\/p>\n<ul>\n<li style=\"text-align: justify;padding-left: 30px\"><span style=\"font-size: small\"><strong><span style=\"font-family: inherit\"><span lang=\"fr-FR\">Madame la ministre du climat, que comptez-vous mettre en place pour enrayer cette tendance\u00a0? <\/span><\/span><\/strong><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: small;font-weight: normal;font-family: inherit\"><span lang=\"fr-FR\">Merci, Madame la ministre, pour votre r\u00e9ponse \u00e0 ma question <\/span><\/span><\/p>\n<blockquote>\n<h4 style=\"text-align: justify\"><span style=\"font-size: large\"><strong><span style=\"font-family: inherit\"><span lang=\"fr-FR\">Marie-Christine Marghem, Ministre<\/span><\/span><\/strong><\/span><\/h4>\n<\/blockquote>\n<p style=\"text-align: justify\"><span style=\"font-family: inherit;font-weight: normal\">Madame, Monsieur,<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: inherit;font-weight: normal\">L&#8217;objectif de la r\u00e9forme consistait \u00e0 mieux prendre en compte les autres pollutions que le carbone, notamment les oxydes d&#8217;azote. Ces derniers peuvent entra\u00eener en effet une diminution de la fonction pulmonaire ou augmenter le risque de maladies respiratoires et de r\u00e9actions aux allerg\u00e8nes.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: inherit;font-weight: normal\">Depuis le Dieselgate, la Belgique soutient la r\u00e9duction des \u00e9missions maximales de carbone, la prise en compte des particules fines et l&#8217;adoption d&#8217;une m\u00e9thode d&#8217;\u00e9valuation plus repr\u00e9sentative de la conduite en condition r\u00e9elle \u2013 ce que l&#8217;on appelle le WLTP. Dans ce contexte, l&#8217;adoption du r\u00e8glement 2019\/631 constitue un \u00e9l\u00e9ment-clef.<\/span><\/p>\n<p>Je soutiens les mesures visant \u00e0 r\u00e9duire les \u00e9missions li\u00e9es au transport routier dans le cadre des engagements en mati\u00e8re de r\u00e9duction des \u00e9missions et d&#8217;am\u00e9lioration de la qualit\u00e9 de l&#8217;air. Si, comme le souhaite l&#8217;UE, nous voulons neutraliser l&#8217;impact du transport \u00e0 l&#8217;horizon 2050, il faut d\u00e9finitivement renoncer aux carburants fossiles dans le secteur du transport. La solution est apport\u00e9e par les nouvelles technologies, telles que les voitures hybrides, \u00e9lectriques ou \u00e0 hydrog\u00e8ne. Cela n&#8217;emp\u00eache cependant pas les fabricants de d\u00e9velopper un nombre croissant de SUV pour la ville. Cette tendance, de m\u00eame que la pr\u00e9sence de voitures toujours plus nombreuses sur nos routes sont totalement \u00e0 contre-courant du souhait de r\u00e9duire l&#8217;impact du trafic routier sur l&#8217;environnement.<\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: inherit;font-weight: normal\">Les nombreux outils officiels sont disponibles pour aider les consommateurs \u00e0 choisir leur v\u00e9hicule. J&#8217;insiste pour que vous en fassiez la publicit\u00e9 car je constate que chaque fois que je fais r\u00e9f\u00e9rence au site sur les r\u00e9seaux sociaux, les gens trouvent qu&#8217;il est facile \u00e0 utiliser et qu&#8217;il aide vraiment \u00e0 la d\u00e9cision d&#8217;achat d&#8217;un v\u00e9hicule.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: inherit;font-weight: normal\">Le site energivores.be permet de conna\u00eetre les \u00e9missions r\u00e9elles de v\u00e9hicules.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: inherit;font-weight: normal\">Depuis le 1er septembre 2017, les concessionnaires sont tenus d&#8217;utiliser les tests WLTP sur les \u00e9tiquettes CO2 appos\u00e9es \u00e0 c\u00f4t\u00e9 des v\u00e9hicules en vente. Ces tests refl\u00e8tent mieux les \u00e9missions r\u00e9elles des v\u00e9hicules. Par ailleurs, dans un souci d&#8217;int\u00e9grer au mieux l&#8217;ensemble des polluants, depuis le 1er septembre 2019, les valeurs des \u00e9missions NOx doivent \u00e9galement \u00eatre indiqu\u00e9es sur l&#8217;\u00e9tiquette. Cette mesure va plus loin en Belgique que les exigences europ\u00e9ennes.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: inherit;font-weight: normal\">Je soutiens des objectifs les plus ambitieux possibles en mati\u00e8re de r\u00e9duction des \u00e9missions de CO2 des v\u00e9hicules automobiles. Je suis, en outre, favorable \u00e0 la suppression du param\u00e8tre d\u2019utilit\u00e9 de &#8220;masse&#8221; qui privil\u00e9gie les v\u00e9hicules les plus lourds. <\/span><\/p>\n<blockquote>\n<h4><strong><span style=\"font-family: inherit\">Ma r\u00e9plique<\/span><\/strong><\/h4>\n<\/blockquote>\n<p>Madame la Ministre,<\/p>\n<p style=\"text-align: justify\">Je vous remercie pour vos r\u00e9ponses. Il est heureux que des sites existent pour informer les consommateurs. Mais la strat\u00e9gie marketing mise en place par les constructeurs automobiles pour inciter \u00e0 l&#8217;achat d&#8217;un maximum de SUV est beaucoup plus forte en termes d&#8217;influence sur le comportement du consommateur qu&#8217;un simple site d&#8217;information.
