Monsieur le ministre, <\/span><\/p>\n Le d\u00e9fi climatique nous impose de r\u00e9duire drastiquement nos \u00e9missions de C02, notamment en mati\u00e8re de transport. Une des sources d\u2019\u00e9missions de CO2 qui est malheureusement en croissance, c\u2019est le transport par avion, avec notamment le d\u00e9veloppement du low-cost en Europe, un mod\u00e8le socialement et \u00e9cologiquement n\u00e9faste.<\/span><\/p>\n Pour contrer ce d\u00e9veloppement, il convient de d\u00e9velopper des alternatives, le train \u00e9tant une de celles-ci. Moins \u00e9nergivore que le train \u00e0 grande vitesse, le train de nuit constitue une alternative particuli\u00e8rement \u00e9l\u00e9gante et constitue \u00e0 nos yeux une solution d\u2019avenir.<\/span><\/p>\n Depuis 2016, la soci\u00e9t\u00e9 de chemins de fer autrichienne \u00d6BB fait la d\u00e9monstration assez fulgurante du possible succ\u00e8s de trains de nuit\u00a0: haut taux de remplissage, nouvelles lignes ouvertes, nouvelles voitures command\u00e9es,\u2026 Elle vient d\u2019ailleurs d\u2019annoncer l\u2019ouverture d\u2019une nouvelle ligne Vienne-Bruxelles d\u00e8s d\u00e9but 2020. Ceci constitue la premi\u00e8re \u00e9tape du retour du train de nuit en Belgique.<\/span><\/p>\n Monsieur le Ministre<\/span><\/p>\n Je vous remercie, monsieur le Ministre, pour vos r\u00e9ponses \u00e0 mes questions<\/span><\/p>\n La SNCB suit les d\u00e9veloppements sur le march\u00e9 mais n’a pas l’intention de faire circuler elle-m\u00eame des trains de nuit.<\/span><\/p>\n Cependant, elle r\u00e9pond toujours aux demandes de partenariat international et en \u00e9tudie l’\u00e9ventualit\u00e9 s’il en ressort un int\u00e9r\u00eat commercial.<\/span><\/p>\n Pour parcourir en train des distances plus longues que celles du territoire belge, on a l’option “train rapide” \u2013 Thalys, TGV, ICE \u2013 et Bruxelles y est un n\u0153ud majeur. L’autre option sur les lignes conventionnelles est celle des trains de nuit. La SNCB \u00e9tudie la mise en place de la ligne directe Bruxelles-Vienne en trains de nuit en collaboration avec \u00d6BB.<\/span><\/p>\n \u00c0 partir de janvier, il y aura deux trains par semaine entre Vienne et Bruxelles avec un arr\u00eat \u00e0 Li\u00e8ge. Dans le cadre d’un march\u00e9 de transport international de voyageurs lib\u00e9ralis\u00e9, ce projet rel\u00e8ve des activit\u00e9s commerciales de la SNCB hors missions de service public. Dans ce contexte, elle est r\u00e9ticente de la diffusion au grand public de donn\u00e9es sensibles. Elle a expliqu\u00e9 en d\u00e9tail sa position quant \u00e0 l’organisation de trains de nuit. Je vous renvoie \u00e0 la question n\u00b0 3635 du 22 mai 2019<\/a>.<\/span><\/p>\n La proc\u00e9dure de demande de capacit\u00e9 sur le r\u00e9seau est pr\u00e9vue par le Code ferroviaire. Les dates butoir pratiqu\u00e9es par Infrabel sont conformes aux r\u00e8gles de la RNE. Les demandes faites apr\u00e8s le deuxi\u00e8me lundi d’avril sont trait\u00e9es ensuite. On n’attribue alors plus aucune capacit\u00e9 en dehors de la capacit\u00e9 r\u00e9siduelle pour cette ann\u00e9e-l\u00e0.<\/span><\/p>\n (En fran\u00e7ais)<\/i> Je n’ai re\u00e7u aucune demande de subside pour un train de nuit international. Si cela devait se faire, le gouvernement en d\u00e9cidera dans le respect des r\u00e8glements europ\u00e9ens. L’homologation des v\u00e9hicules revient au ministre Ducarme.<\/span><\/p>\n Conform\u00e9ment aux r\u00e8glements europ\u00e9ens, le prochain quatri\u00e8me paquet ferroviaire simplifiera les proc\u00e9dures nationales d’homologation du mat\u00e9riel roulant qui traverse les fronti\u00e8res.<\/span><\/p>\n (En n\u00e9erlandais) <\/i>Jusqu’\u00e0 pr\u00e9sent, Infrabel n’a pas encore re\u00e7u de demande de mise en service de trains de nuit de la part d’autres candidats que la SNCB. Il est d\u00e9j\u00e0 arriv\u00e9 qu’un op\u00e9rateur priv\u00e9 se montre int\u00e9ress\u00e9 sans que cela ait toutefois d\u00e9bouch\u00e9 sur une demande concr\u00e8te.<\/span><\/p>\n\n
