En juin dernier, lors de l\u2019\u00e9tape li\u00e9geoise de son roadshow, la SNCB a annonc\u00e9 que la demande de permis pour la construction de la nouvelle gare Saint-Lambert \u00e9tait sur le point d\u2019\u00eatre introduite.<\/span><\/p>\n Monsieur le ministre, quel est l’\u00e9tat d’avancement de ce dossier ? O\u00f9 en est le processus ? Une demande de permis a-t-elle \u00e9t\u00e9 d\u00e9pos\u00e9e \u00e0 ce jour ? J\u2019aimerais \u00e9galement savoir si une concertation avec les autorit\u00e9s locales est en place autour de ce dossier.<\/span><\/p>\n J\u2019en profite \u00e9galement pour attirer votre attention sur l\u2019\u00e9tat catastrophique de la gare Saint-Lambert qui constitue pourtant la porte d\u2019entr\u00e9e du centre- ville de Li\u00e8ge et qui attire plus de 3 000 visiteurs par jour. Actuellement, les escalators sont d\u00e9finitivement hors service et il pleut dans les escaliers en raison du manque d\u2019\u00e9tanch\u00e9it\u00e9 du toit. Cela ne peut plus durer! Quand bien m\u00eame une nouvelle gare devrait voir le jour dans un avenir plus ou moins lointain, des r\u00e9novations rapides doivent pouvoir \u00eatre effectu\u00e9es pour le confort de tous.<\/span><\/p>\n Monsieur le pr\u00e9sident, madame Schlitz, <\/span><\/p>\n La SNCB m’informe que la demande de permis pour l’am\u00e9nagement des quais a \u00e9t\u00e9 introduite pour une r\u00e9alisation en 2020, \u00e0 savoir que les travaux se d\u00e9rouleront principalement durant les vacances de printemps et d’\u00e9t\u00e9 2020.<\/strong><\/span><\/p>\n Ces am\u00e9nagements comprennent les acc\u00e8s couverts aux quais depuis la passerelle du palais de justice et le parking Cadran. Les quais seront \u00e9galement couverts et mis en conformit\u00e9 avec le STI PMR, c’est-\u00e0-dire les sp\u00e9cifications techniques d’interop\u00e9rabilit\u00e9 relatives \u00e0 l’accessibilit\u00e9 pour les personnes \u00e0 mobilit\u00e9 r\u00e9duite.<\/span><\/p>\n Dans ce cadre, les actuels auvents seront d\u00e9mont\u00e9s durant les vacances de printemps 2020<\/strong> et une couverture provisoire sera install\u00e9e de mi- avril \u00e0 d\u00e9but juillet 2020<\/strong>. La pose des nouveaux auvents sur l’ensemble des quais, objet de la demande de permis d\u00e9pos\u00e9e le 14 octobre 2019, devrait intervenir durant les vacances d’\u00e9t\u00e9 2020.<\/span><\/p>\n Une concertation avec les autorit\u00e9s locales est en cours au niveau de l’am\u00e9nagement de la nouvelle gare et du parking Cadran.<\/span><\/p>\n Une demande de permis sp\u00e9cifique sera introduite en 2020 pour l’am\u00e9nagement de la nouvelle gare en 2021.<\/span><\/strong><\/p>\n Pour traiter le probl\u00e8me des fuites d’eau et r\u00e9parer la toiture situ\u00e9e au-dessus des quais, des coupures de voies sp\u00e9cifiques sont n\u00e9cessaires. Elles seront planifi\u00e9es avec Infrabel dans le respect des chantiers d’entretien en cours et pour r\u00e9duire les nuisances sur la circulation ferroviaire.<\/span><\/p>\n Les escalators sont hors service en raison de la v\u00e9tust\u00e9. Aucune r\u00e9paration n’est possible. Ils seront d\u00e9mont\u00e9s cet hiver.<\/span><\/strong><\/p>\n Le projet de la nouvelle gare pr\u00e9voit une accessibilit\u00e9 totale pour les clients de la SNCB, \u00e0 savoir que chacun des deux quais sera \u00e9quip\u00e9 d’un ascenseur, d’un escalator et de deux escaliers.<\/span><\/p>\n Un parking deux roues permettra \u00e0 la client\u00e8le d’y laisser son v\u00e9lo.<\/span><\/p>\n J’esp\u00e8re que, lorsque les travaux seront termin\u00e9s, tout sera en ordre en termes d’accessibilit\u00e9 pour tous les usagers.<\/span><\/p>\n Monsieur le ministre, je vous remercie pour vos r\u00e9ponses.\u00a0<\/span><\/p>\n Je me r\u00e9jouis qu’un permis soit prochainement introduit mais il est essentiel qu’une concertation soit organis\u00e9e entre les autorit\u00e9s locales et la population<\/strong>. Ce point faisait, d’ailleurs, l’objet d’une question \u00e0 laquelle je n’ai pas re\u00e7u de r\u00e9ponse.<\/span><\/p>\n Cette gare est importante pour les citoyens. Elle peut jouer un r\u00f4le en termes d’attractivit\u00e9 et dans le d\u00e9veloppement d’un quartier. Il est donc important de faire en sorte qu’elle soit la plus adapt\u00e9e aux besoins et aux envies des voyageurs qui la fr\u00e9quentent au quotidien. Il faut aussi une concertation avec les autorit\u00e9s locales et r\u00e9gionales car la question de la mobilit\u00e9 ferroviaire en milieu urbain, en particulier, ne peut pas \u00eatre examin\u00e9e seule.\u00a0<\/span><\/p>\n\n
